I think Burton got it just fine, he just decided that the comics Penguin was silly, useless villain. And I think that's true... the Penguin was a gimicky, campy villain who was never interesting or a real threat. Say what you will about Burton's Penguin, but it is at least much more compelling and deeper than the comic Penguin ever was.

@BorisGodunov Not so, Penguin originally in the comics wasn't "campy." All of Batman's villains were originally kick ass, but then entered into a "Golden Age"...
