One Minute RESCAP/PaViDIA 60: 再開!! 郡ミーティング

ザンビアの農村部で働く普及員たちはいつも一人で働いています。彼らが孤立しないためにも、またいつも最新の情報を得るためにも、上司である郡事務所との交流が必要ですが­、予算不足の中で郡でのミーティングも開けない状況で、その結果、普及員の士気及び知識は低下し、組織としても機能していません。RESCAPでは、この惨状を少しでも打­開するために、「郡ミーティング」を、数々の工夫で再開しました。（工夫といっても、給料日に合わせてミーティングの日を設定するとか、技術的なインセンティブを高めると­かですが・・）　この郡ミーティング、成功すれば、ザンビアの普及を現場で改善するための最大のツールとなるものですが、果たしてどうなるでしょうか。　この活動はJICAがザンビアで支援する「農村振興能力向上プロジェクト」(RESCAP）の一部です。詳しくは　www.pavidia.org.zmで。

In Zambia, field extension officers (e.g. Camp / Block Extension Officers) are working alone in the field. To be up-dated information and technology, the extension officers need to meet their supervisors in the district. However, even the district meeting has not been held for long time due to "lack of budget". Without being exposed to new information, the extension officers's skills became obsolete and un-practical. Against this background, Luwingu District (district officers and extension officers) came together to re-organize a new District Meeting where all extension officers attend in the course of coming to the town for their salary. In the meeting, the extension officers report what they have done with their reports, and they get some new knowledge from district staff. The cost has been minimized to enable it to be continued for long. The District Meeting can be one of the solutions for improvement of extension services.
