yes it was designed for you to stick to the ground but they never intended for people to use it to this extent. you honestly think they designed the suv to climb up the wang tower so you can surpass all the henchman and get directly to wang? no I doubt they did.

It was originally a glitch, but the developers thought that it would be a cool feature it the game, so they left it in.

The developers said that it was a bug during the testing period, but since it didn't drastically affect gameplay mechanics, they decided to keep it in the game.

it's not a damn glitch you dumbasses. the developers put it there ON PURPOSE. when your driving is maxed, you can drive up ANY wall aslong ass you hold B IT'S NOT A GLITCH. they put it in there ON PURPOSE.
