Who cares, not many people listen to Biggie Smalls in Australia..so I am pretty sure there are a lot of people who does not care if he uses that line..

Its called sampling. Lots of the great emcees do it, even Mos Def and Talib Kweli. Ever heard the song "Children's Story" by Blackstar and compare it to "Children's story" by Slick Rick and you'll see what I mean.
