the document from which the name derives is called the birth certificate. the birth certificate carries a crown copyright. the crown owns "your name" my question is : if the crown owns my name who owns liability for the name ?

Debt collectors are NOT your friends. The less verbal contact you have the less likely they'll entrap you into a verbal contract. Be nice, but be firm. Get their offer in writing and proceed from that posture.
