Alameda has to, by CA law, select 1% of precincts from the Feb. 5 election and manually tally ballots from each precinct. The manual tally results should match the electronic results. Alameda uses a set of 10 numbered ping pong balls to select the ones, tens, hundreds and, if necessary, the thousandths place digit. Since they only have 1204 precincts, they have to remove all but the 0 and 1 ball to select a thousandths place digit.
