This was the time when WLKY was a poor #3 in the market. The marketing director had to do SOMETHING to get the station noticed, people just were not watching. So he decided to make the weather and sports guys into memorable "characters". The campaigns did get noticed, but didn't improve ratings much. It wasn't until 1990, when WLKY was forced to switch to CBS, that ratings improved.

Wayne Hart took John Belski's spot on 32 when he switched over to WAVE in 1989. John was (and still is) extremely popular and this was WLKY's attempt to hype the new guy. I don;t remember him lasting more than a year or so.

Wayne was a great meteorologist and very likeable but the PR department didn't take his skills as a meteorologist seriously enough to hype that and it backfired. Wayne has been the Chief Meteorologist at WEHT-25 in Evansville now for over a decade.
