program discriminates against, non-minority, skilled business owners. more feel-good charity for unskilled laborers.this program is a joke, rife with “feel-good”, costly, unrealistic aspirations, that will go nowhere with millions of dollars of tax/ratepayer money. As a non-minority contractor, you’re shooting yourself in the foot getting involved with this. they want low cost, low skilled labor installers working for overpriced, “cream -skimming” “hope performance testers.
