The mystery behind the "Principal's Fund", Miscellaneous Account, Reorganization Account, General Fund, Title One Funds, PTA, Media Account, moving funds from one account to the other??? APS Accounts-Tax Paid Money
APS-Open Records requests did NOT clear up the mystery behind Reich's school accounts...the money was everywhere... "Just give me the money"

November-2001/
In a DESPERATE attempt to COVER UP... Reich fabricated problems. She made false statements through written communications and evaluations to her superiors during the entire grievance process.

Suddenly, Professional Development Plans were issued for attendance and lesson plans to both teachers.
Mr. Sam took 2 days absence from school when his mother was hospitalized during the 9/11 anthrax scare. Sam's past evaluations were superior under Reich's leadership. Absences were never a problem, nor were the processes when Sam previously acquired substitutes if he was out of the school.

During this time, Reich's actions were blatant.
She new the documents and accounts questioned in the grievances were tainted with problems. In just two months, Reich designed her "master plan" around the mind set of 9/11 She master-minded the creation of conflict and turmoil for the two exemplary APS employees .

October- December-2001. Reich successfully created a damning "fake" paper trail for the two teachers.
She did not believe anyone should question how she spent money in her "Reorganization Account". She convinced her superiors to hide the falsification of attendance records for those staff members that helped to keep her secrets. Favors were given to the Jackson staff ... "Compensation Time" and ongoing "Bonus Pay" were exchanged for Reich Loyalty. Fearful Jackson staff members helped to hide her deceitful lies.

Since, Ms.Woodrum was given COMP TIME for her absences during a pregnancy--It did not make sense why Reich would not afford Mr. Sam the same opportunity. Up to that time he was given superior evaluations. With the combined documentation...and sworn testimonies.. Nothing ADDED UP. Given the situation, it would not take too much effort for someone with very little common sense to figure out Reich's motives or reasons that caused her sudden anger. Easily, any professional investigator could have figured this out.

Reich's superiors supported her actions. The situation made most believe there was something VERY SERIOUS she needed to hide. Moreover, under careful evaluation, most reasonable people thought there was more happening within the Atlanta Public Schools' comptroller's office that might possibly expose Reich. Nothing explained her vile actions.

Problems Reich created just did not make sense, when compared to the time the grievances were filed. It was clearly evident in the ignored documentation.

Mr. Sam believed the grievance process would expose the truth. He was not honored with an APS process to ASK.
Both teachers were SQUELCHED by Reich and APS administrators. In the Fall of 2001, "created fear" was considered "success" at Jackson Elementary School.
Reich accomplished her goals and objectives for the 2001-2002 school year.

"Reich's Plan" was carefully woven with the 9/11 terrorist news imprinted in memories of that time.

Atlanta Public School leaders succeeded in covering-up the mystery behind the Jackson Elementary School's Reorganization Accounts.
