Erh, not exactly. Claw's longer attack just whiffed and Gief used a short range, fast poke with a pretty solid short-medium range attack box and it slapped Claw's extended hit box. Claw has better range but not better pokes.
I think the really sad fact is that Claw has worse pokes than everyone, no solid anti-air, no defensive maneuvers, no Ultra setups beyond FA for threat of a comeback, bad super, no crossups, no advanced mixup game, and no real combo/damage threat.
He is the Sean of SF4.

I personally know that Gief is always an uphill match up for Claw.

That's an example of footsies at its finest.
Gief baited that poke, and hit Claw's elongated hitbox as he was recovering from that whiffed low strong. In this case, it has more to do with spacing and timing than range.
