We get not quite 4 hours of sunlight at the winter solstice and the sun is maybe 2° above the horizon on the shortest day of the year.

The sun really doesn't rise above the horizon much in winter does it?

No. Fairbanks is about 100 miles or so south of the Arctic Circle.
