In essence, they use a freewheel(it is probably more complicated than that, but you kinda get the idea) in the front hub, if you need to lock up your back wheel, the front can still turn and steer. If you lock up the front wheel, any pressure also applied to the back wheel should not really affect handling. You don't usually stay up long with a locked up front wheel anyway.
