@tombud10 The city was built in 1940's and was shut out from the world after it was completed (which is exactly what Andrew Ryan wanted). Thus, their culture never evolved with the outside world.

@tombud10 Because the start of the war happened on New Years Eve 1959.

When the civil war broke out, most businesses stopped, as did all imports from the surface. Thus even though the player experiences Rapture during the 60s, the city was stuck in the style of the 50s and 40s.

One thing I never understood is why there was a lot more 40s and 50s music used as opposed to 60s music. I would love to fuck up some Splicers to the sound of Sergeant Peppers Lonely Hearts Club Band.
