@ThaiShortsWreckEm because they may kick not only pads - so for example the pad holder may check your leg gaurd by kicking the low kick back on your attack. Or you can kick a pad holder the same way if an attack is too fast and the pad holder should cover it by his leg check. So, overall, this is to prevent/decrease unnecasary injuries for the attacker and defender then a ckick goes not to a pad what is pretty legal in thia pad drills
