This type of key action was unique to Austin Organs. Their "Universal Air Chest" was actually a "room" under pressure that the pipes stood atop. you could enter the chest and watch the valves under the pipes open & close.
Each note has a large pneumatic (white) which pulls a rod which opens the round valves to let the air up into the pipes. The position of the silver bars determine which rank's valves are opened.
