@WilhelmDrake agreed.... not to sound hippy dippy...but maybe give people the option of purchasing legal marijuana... kills anxiety and makes people high... all most want is a release... we could score some big tax dollars for health care to boot...

How easy it is to blame the problems of society on "bootleggers", "drug dealers" the "bad guy".
Alcohol & drugs existed in the Americas long before Europeans came with no recorded problems. It was only with the destruction of their societies & culture that addiction became rampant.

Obviously Joe did it. He was mad the last time Albert gave a bottle to Leon. And in the series finale Albert knows who to go to to put him out of his misery (by shooting him in the back.) Also, at the end of this episode it's strongly implied.
