It's an artistical statement - the bright saturated green represents retro computer visuals. Green represents the he G in RGB, and as such points towards the core of computer graphics, while the brightness is a nod towards the way older machines got their palettes: via maths, calculated by programmers.
The emptyness states that in the early days of computers there was very little to work with. This lead to treally abstract aesthetics such as noise for drums, and flat coloured pop-art visuals.
