No way. These two can't hold a candle to Lucille Ball and Vivian Vance. Marshall and Williams were just loud and played their characters like a cartoon. Ball and Vance played with a subtlety and realism that made the viewer forget the outlandish of the situation. They both deserved every Emmy they won. It's like comparing beer and wine.
Yeah, IS hard to beat Lucy. What about the Lucy episode where she wanted to be in the show and Ricky says no. Or the one where the women have a fight and as they make up the men fight and don't know Lucy & Ethel made up yet. Or the one where Lucy wants a new ___ for the house/apartment and Ricky says no but she does/buys it anyway. But my favorite one is when she tried to help Ricky with his career and messes it up but it works out at the end. Wow, what a great 4 or 5 shows those were...
Penny Marshall = born Carole Penelope Marshall (the surname was Americanized from "Masciarelli"). I would have to say she went by her middle name because if people had referred to her as "Carrie" (the nickname of her first name), they would start confusing her name with her own brother, Garry - especially from a distance.
