I think leaving the bass note out depends more on your situation (who's playing and what chord is next?), not so much on the genre of music. Your ear has to tell you what sounds better. In general, it's more important to play the bass note during solo piano than when playing with a bass player. During solo piano especially, many voicings (especially more complex ones) will sound ambiguous or plain terrible without the proper bass note. Again, your ear will guide you. Hope this helps!
