Its makes sense that prisons would be targeted by radical islamists, it is a belief system that thrives on the uneducated. The most violent criminals are being given absolution by Islamists because the people they murdered are being excused at infidels. This gives them some kind of morality to adjust their actions to ones of "Jihad for Allah".
