    Those little white trucks are a standard working vehicle in Japan, so it's likely that it is a different truck - in the countryside everyone has one just like it. Even if it were the same one, it's possible that the driver managed to drive to the base of a slope or stairs and ditch the truck running to safety up the hill before the truck got washed away. I can only hope so anyway.

    I don't understand what the New Orleans levies and the Tsunami walls have in common? The levies failed, thus causing the flood. These walls didn't fail, the Tsunami was so high it went over the walls. In theory, the engineers who designed these walls failed.

    I think he means they did what they were designed to do. In that sense they did not fail. What failed was the officials who determined the max. height of a predicted tsunami and instructed designers to build the wall for a wave of that height. It doesn't matter at what stage the failure happened, the result was ALMOST the same. "Almos"t because you can see people driving while the wall was holding back the water. Of course had there been no wall, maybe they would've evacuated more quickly.

    Depends what you count as success. These levies reduced the initial impact of the water and delayed it for precious seconds which may have been enough for someone to get to safety, is that failure?
