Dynamite Fishing in front of Sea Cliff Hotel in Dar es Salaam, Tanzania. The hotel is a popular tourist destination.
(Note: the fishermen have nothing to do with the hotel).
This took place a few hundred meters from the shore at 17h20 under good visibility conditions with lots of people looking on. There was no intervention at all from the authorities.
Apologies for the poor quality video (I only had with me a DSLR camera and my largest zoom lens was 300mm -- a tad too small).
