I remember listening to Alex Cox talk about his movie and this scene in particular. According to him this scene was written up as an audition piece for the actors trying out for Miller and there was never any intent to include it in the film; however , he was so impressed with Tracy Walters' reading that he decided to write it in. Tracey Walters is the king of the character actors!
