The Secretary of defense does not need to have personal war experience; its a bit like saying that i am not going to let a doctor treat me for cancer unless the doctor himself had cancer, jesus.
The fact that Cheny did not go to Vietnam is irrelevant as him being there or being absent does not determine whether it was a good or bad choice; if you believe it does matters; should Jefferson not have advocated the abolition of slavery because he himself had slaves?
