A local resident captured video of the wreckage of an F-18 fighter jet, moments after it smashed into a San Diego neighborhood Monday, killing three people on the ground, leaving one missing and destroying two homes. (Dec. 9)

If you want to be mad at the air station being there with neighborhoods around, chances are that the base was there first, and the suburbs crept in and around the Miramar Air Station, much like any other major air field these days with people complaining about noise and safety when the airport was there first before anything else. Blame the city for allowing such constructions for being there.

He was on approach to Miramar, which means he was well over land already, at approach speeds for landing (which means he's right above stalling) so if he was to lose the engines or if another mechanical issue such as a malfunctioning control surface was to happen he wouldn't be able to just turn it around. It's not that simple, and it wasn't the pilot's fault.
