http://BIkewagon.com When you paint a bike frame, or are re-installing the bottom bracket then you need to face the bottom bracket. Cut down the paint with a razor blade.
That's all I did, I used your technique it was a bit more involved because as I cut the paint away the face was also a bit rounded in spots so i slowly and carefully scraped the surface flat, it looks great now. and cost near nothing. where the bb was 68 it is now 67.9 so great only a 100th of a mm off and it looks great I finished it off with a 8 inch flat file just to make sure it was flat. almost like a rubbing more then a filing. More of less a flatness check.
