Actually the humans and charr ARE still fighting, though the human queen is trying desperately to establish a truce with their ancient enemies, so that they can combine their forces to defeat the more hated and much more feared Elder Dragons. Humans, opposed to a peace agreement with the charr, are known as Separatists. The Separatists oppose their Queen, believing she is trying to betray the whole of the human race to the charr "invaders".

The novel "Ghosts of Ascalon" explains this. It tells the story of how humans and charr came to peace, largely due to the efforts of Dougal Keane and company. The separatists and the renegade charr are the minorities that still want the war to go on, but the general consensus is that there is peace.
