i know where u missed the 2oth one. before you go to the building and do the leap of faith u turn left and u will see it on these craters. then u get on the platform and jump.

The last flag by the way, is hidden near the entrance of a small house in South West corner of Masyaf ( on the minimap ).When you enter Masyaf from outside, search the houses that are to the left, you will find it.
