I hope u showed this to ur neighbor. The basset may very well be having a seizure. I have owned 2 bassets, one I still currently have...this isn't normal behavior and u can hear the "whining" sound which they usually make for attention but the other sounds added with it shows it's not normal. Bassets are loveable and if this dog recognized u since ur a neighbor as in it's seen u before, it would've got up and started wagging it's tail. It seemed it couldn't get up at all for a bit there

@beccaboard sorry. don't mean to be a pest with it, but I had a dog with seizures and they look exactly like what I am seeing with this dog. The head being flung back and the uncontrolled twitching of the leg, also the sound it is making is a sound of distress. I don't think this is a funny video at all and I wish you would remove it, it is quite upsetting for animal lovers to see.
