Take out Portugal. If they still have their province in India you could go for that first. Destroy the shipyards in Spain and build trade ports there, Flanders is not directly connected to your capital, so a trade port there will not give you any new avaliable trade partners. Take out the pirates and send out trade ships and capture trade nodes. Try to support tradefleets with some galleons, they can trade and protect your fleet.
