that head casting number is a medium performance thick deck head that has 1.94 and 1.5 valves the are better known as marine heads found very common on mercruiser inboards that made 265 horse in marine apps.

my dad droped his crazy high compression original 12.5:1 compression down to 10.5:1 in his 440 big block 66 chrysler new yorker.. Which is making a ruff 350-400hp and 400-450 torque at the crank

Check your casting number again. That number does not show up.
About all you can do is put in a camshaft. The heads, pistons, and intake are holding this engine back from making any power. $1000.00 is a very limited budget. I would add a camshaft, maybe mill the heads down for more compression, add a set of roller rockers, try to get an air gap intake and let her buck.
So what kind of power did it end up making, roughly what size cam?

This engine made around 340-345 horsepower. Mid 230 duration cam

looks nice. Im getting around to building a 496 stroker from a 454 core. I'm thinking forged internals to handle extra heat and power. but, what do you know of porting? what are the true power gains?

Ported heads are always a gain if done correctly.
