There are two problems with this that make it a scam :
1) Residential customers are not charged for a poor power factor or for KVARs, only for KWh, and this device only affects the KVARs, so this device will not affect the power meter in your home to any significant degree;
2) By applying a fixed amount of power-factor correction, as this device does, to a variable load (your home)there is no way of ensuring that the PF is not being over-corrected and increasing the line current.
If you want to save money in your residence you would be better off turning lights and a/c off when not needed - get occupancy sensors - buy compact fluorescents - and junk that 15 year old fridge and get a more efficient one. These devices are a scam. His technical arguments are bogus - talk to any degreed electrical engineer and they will confirm it's snake oil. Shame on you.
Which universities would that be then?
