The Dream Act would give away citizenship to illegal aliens based on a promise to spend 2 years at an Institution of higher learning, like a college or university. The bill is as usual littered with loop-holes that appear to be carefully inserted by advocates for illegal aliens. There is for example a provision that the illegal alien or their family members couldn't be deported if it caused "hardship" - which is a normal and expected effect of being deported.
