Some episodes contain footage in the "Previously on 24" section that were never actually previously shown. This was done (1) to save time & further the story, and (2) to be humorous (sort of like "on the next Arrested Development")...

No; these videos were filmed for a high school retreat, and part of episode 7 was performed live at that retreat. The building that we show in the previous episode was the actual building where the students were gathered. The part where the guys run up to the building is where the episode became "live"... The three actors actually entered the building and recruited the students to help capture Lawrence Marshall (since he was hiding somewhere in the camp).
