I have done some research and found out that Matt Groening was making a commentary on U.S./Mexico immigration issues, but he supplanted Norwegians in the place of Mexican immigrants, as a salute to Norway for some reason. Maybe because Matt is half Norwegian! There's no coincidence that this was aired in America on May 17th, 2009.
