this song is about the struggle of poor fishermen in south lebanon, right around the begining of the civil war in 1975, when riots started after the goverment decided to ban artisanal fishing and give it as a monopoly to a corporation, the fishermen could still work for a slave wage though, the riots escalated and Maarouf saad a union leader (mentioned in the song) was shot and killed, which triggered the rivers of bload that lasted pretty much til today...

It's a political song kind of telling the people to hold strong in the face of the winds against them whether they're from southern Lebanon, to be steadfast and fight for freedom and they will sort of reach the "shore". That's my understanding of it. Political songs take some figuring out sometimes. It's a song about resistance. Different winds affect the ship and so are we and the sea is crying and the blood is talking.... It's full of symbolism.
