My advice would be to scrub the cartridge contacts and check the power supply.
You can easily check the power supply with a multimeter/volt meter.
Also, if you can try tuning the system on a different television.
Failing all this your going to need to take the system apart and check the power switch, thats going to be pretty difficult if you're not used to doing stuff like that.
