I have both and I can safely say GTA SA: has faster cars, more fun, and a much larger map.

GTA 4: Good graphics, more realistic weapons, a slightly better(more realistic) storyline, but small map which gets boring after completing the game.

Overall theres good aspects and bad ones to both games. They are both Equally brilliant, just in different ways.
