actually if u notice the angle he has his baton and him shouting at the guy, the guy was either refuseing to put his arms behind his back or still had the white flag in his hands. and because of his actions that let to a copper doing his job get beatn up and possibly hospitalised.

the guy that was really doing it the harshest didnt get touched, but the guy that tried to stop him gets his ass beat.
