I'm not trying to defend her. But, its the civilian leaders(legislative, executive,judicial) who command the military and not the other way around (thank god!). Also, the voters of California destroyed themselves, just like the US is destroying itself. Voter participation US(53%),California (73%). I have confidence in California's election system more than the national system. They may seem like bad choices, but that what most people voted for. Thats the way democracy works, and not only 53%!
