Ted Gaines may still be correct in that the funds would fall into use for the majority (Democatic) party to use. It's too bad the clip cuts off the beginning of Gaines comment. That said, why not take the money to play keep away from the opposition party, and place every cent into a foundation for charter schools or some such nobel endeavor? An earmark without the stigma?
