It is stealing, if a producer samples a 2 bar melody deads the drums and replaces it with his own then repackages it as his without giving the original artist any credit or royalties for using his/her music. Do your homework son, Timbaland is all about profit and has no real musical talent just an ear for what's hot and what to sample. He was sued several times for stealing euro music, he knows Americans don't know much euro music so he steals it.

Timbaland didn't "sampled" anyhing, he just took the tune AS IT WAS and built a whole song around it. That's stealing.
