@chippacketz It's been pretty well documented how spies use number stations, there is not much question to it. The groupings of numbers usually correspond to a letter. Additional stuff could be anything, like importance of the message or a date or something. But the coding and decoding is all done with one time use pads which make it impossible to crack.

It seems like a number code. First number referencing a page number then the paragraph then the letter?
Its even in video games now days. Last time I found it was in Archam city.

@IRON195 ahahaa, not a meteo, there are several Russian volmets like CIS, but they're reporting the weather, these are actually numbers stations, sending encrypted messages to spies all over the world!
