I say 2 blackhand would be the best.

Had the both slots with rocket squads, but it didn't even use them on those hammerheads and the Devastator.

A faq on epic units I read on gamefaqs said that the rocket launchers aren't that good for protection anyways.

Well you can garrison rocket squads inside and they they can kill air units buts its best to bring some anti air along with them.

Now this just goes to show everyone, never send an epic unit out on its own if they're going to be air units, because they can't attack those.
