This is seriously a genuinely backwards report we've got here.

First of all, every single one of those people in depicted in the riot are "the cartel".

A mexican army operative in the region has a paycheck, if he doesn't do his job, it's gone.

Those cartel people vastly out number the "protectors", who seem to be protecting these peoples pockets from money.
