That is a bird. The picture in the still shot is taken as the birds wings are preparing to spread or have just retracted from a spread. You could find a frame on many bird flights to show similar stills. It was out of focus and birds are fast. Notice on the original broadcast the object is between the Washington Monument and the camera. It is also out of focus. Perceived speed is much greater if you are imagining that this is a large object.But it moves exactly like a bird.

@purity4all you know, it sounds nuts but the gov is said to have spy drones disguised as birds. Actually pretty damn smart and not far fetched at all. They definitely have some pretty amazing technology as far as drones go, thats a fact. Check out the flying peanut drone, there is video of it on youtube, that could easily be mistaken for a UFO
