The tax payer pays for those who can't afford it, whether it is paying for insurance or non-insured emergency room visits, but what is cheaper? Obviously paying the insurance. And don't argue that we shouldn't pay it because it would be immoral to turn away people from emergency services simply because they are poor.

@kubush Prior to passing this piece of legislation, the government controlled and subsidized nearly 70% of the health care sector and it will go up. Nationalize(v) to put under state control or ownership. What happens if someone can't afford health insurance? Who pays for it?
