well, 'no' refers 2 his/her/its/their..... To say its actual meaning its hard but.... Ok eg. korewa anata"no" desu. In English its This is your"s".

no is a particle used to signify ownership. That question basically is her asking if that was his luggage, or has the general idea of it.
