This is a functional exercise. Sometimes martial arts, self defense, or everyday situations require rolling on the floor and thus using the muscles required to make one roll. The dumbbells provide resistance, overloading said muscles, so they break down, build back up, and come back stronger, making the movement more efficient.
It's not functional, because there is no point in rolling around like that in a self defense, or sport situation. Rolling like that is a good way to get stomped.

Sometimes you can't avoid being on the ground and a quick roll might help you avoid a stomp.
