We were taken by ambulance to the nearest hospital in downtown Tokyo during new year's eve. And all of this for a cut in my hand, crazy japanese!

Maybe they use lights and sirens because of the massive amount of calls coming in. In Berlin we used code3 for nearly every transport on new years eve, just to take the naxt alarm asap.
